AT: Goku, Vegeta, and Piccolo train; Gohan studies; Bulma does [scientific] research; Satan makes appearances at events; and Kame-Sen’nin watches videos. This means Piccolo didn't slacked off at all in 7 years gap. He has to be increased between 7 years gap.

Indeed , my friend. But we atleast know that Piccolo did make "some" gains over the 7 years. So maybe the Base Saiyans doesn't have to be stronger than Piccolo...after...all !?

The best one Favourite Manga They all suck	I do think Piccolo trained and got stronger, but my personal rule for things like this is that if no actual power increase is worth noting, then the character's relevancy has not changed much. So, if you throw Boo arc Piccolo into the Cell Games, he wouldn't be too different from his Cell Games counterpart in terms of performance against the other fighters, essentially.

This answer of AT makes me believe more that Piccolo>Base Saiyans , as the gap could be smaller of course but it doesn't have to be surpassed by relevancy.
